The Government has been implementing Integrated Handlooms Development Scheme (IHDS) since 2007-08 for holistic and sustainable development of handloom weavers.
The scheme inter-alia has two main components i.e. cluster development programme and group approach project for development of weavers groups. Under the cluster development programme, each cluster of about 300 to 500 handlooms is covered whereas under group approach projects, 10 to 100 weavers are covered.
Under the cluster development programme, financial assistance is provided for margin money, purchase of handloom, dobby, jacquard, corpus fund for yarn depot, engaging designer, setting up common facility centre/dye house, publicity and marketing, construction of worksheds.
Under group approach project, financial assistance is provided for skill up-gradation, margin money, purchase of handloom, dobby, jacquard and accessories and construction of worksheds.

An evaluation study conducted by an independent agency in 2011-12 for Integrated Handlooms Development Scheme (IHDS) has revealed improvement in the skills of weavers, increase in the productivity, increase in average monthly income of weavers, increase in number of working days etc.
The Information was given by the the Minister of State in the Ministry of Textiles SmtPanabaaka Lakshmi in the Rajya Sabha today.
